Farmers, neighbours, water users downstream, buyers, local government, tourists, and the people who will farm it in thirty years.

Stakeholder mapping is a standard planning tool and it works well here because the interests genuinely conflict and none of the parties are villains.

The page has the mapping frame, an interests column, a power and interest grid, and a conflict analysis. The last stakeholder, future farmers, has no voice in any current decision, and noticing that is the point of including them.
